Introduction
The Kisan Credit Card (KCC) scheme was introduced in 1998 for issue of Kisan Credit Cards to farmers on the basis of their holdings for uniform adoption by the banks so that farmers may use them to readily purchase agriculture inputs such as seeds, fertilizers, pesticides etc. and draw cash for their production needs. The scheme was further extended for the investment credit requirement of farmers viz. allied and non-farm activities in the year 2004.
On 18 December, 2020,Prime Minister Narendra Modi launched Revised Scheme to Kisan Credit Card (KCC) which aims at providing adequate and timely credit support from the banking system under a single window to the farmers for their cultivation and other needs.
Objectives/ Purpose
Kisan Credit Card (KCC) scheme meets the financial requirements of farmers at various stages of farming. The scheme aims at providing adequate and timely credit support from the banking system under a single window[4] with flexible and simplified procedure to the farmers for their cultivation and other needs as indicated below:
- To meet the short-term credit requirements for cultivation of crops;
- Post-harvest expenses;
- Produce marketing loan;
- Consumption requirements of farmer household;
- Working capital for maintenance of farm assets and activities allied to agriculture;
- Investment credit requirement for agriculture and allied activities.
Eligibility
- All Farmers – Individuals / Joint borrowers who are owner cultivators
- Tenant Farmers, Oral Lessees & Share Croppers
- Self Help Groups (SHGs) or Joint Liability Groups of Farmers including tenant farmers, share croppers.
PM SVANidhi
The government launched the PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) Scheme to offer loans to street vendors. The main objective of the scheme is to provide an economic boost to the street vendors by offering them working capital loans, so that they start their businesses again and bring it back to normalcy. The scheme will help street vendors revive their businesses and make way for new opportunities to this sector to move up the economic ladder.

- Incentivization of regular loan repayment
- Cashback reward for digital transactions.
Har Khet ko Pani “Prime Minister Krishi Sinchayee Yojana”
Government of India is committed to accord high priority to water conservation and its management. To this effect Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated with the vision of extending the coverage of irrigation ‘Har Khet ko pani’ and improving water use efficiency ‘More crop per drop’ in a focused manner with end to end solution on source creation, distribution, management, field application and extension activities. The Cabinet Committee on Economic Affairs chaired by Hon’ble Prime Minister has accorded approval of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in its meeting held on 1st July, 2015.
DA&FW is implementing Per Drop More Crop scheme which is operational from 2015-16 in the Country. The Per Drop More Crop scheme mainly focuses on water use efficiency at farm level through Micro Irrigation (Drip and Sprinkler Irrigation System). PDMC is being implemented under RKVY from 2022-23.
SVAMITVA
SVAMITVA, a Central Sector Scheme of Ministry of Panchayati Raj was nation-wide launched by the Hon’ble Prime Minister on National Panchayati Raj Day, 24th April 2021 after successful completion of pilot phase of scheme (2020-2021) in 9 states. Scheme is a reformative step towards establishment of clear ownership of property in rural inhabited (Abadi) areas, by mapping of land parcels using drone technology and providing ‘Record of Rights’ to village household owners with issuance of legal ownership cards (Property cards/Title deeds) to the property owners. The Scheme is implemented with the collaborative efforts of the Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department and Survey of India. The scheme covers multifarious aspects viz. facilitating monetisation of properties and enabling bank loan; reducing property related disputes; comprehensive village level planning, would be the stepping-stone towards achieving Gram Swaraj in true sense and making rural India Atmanirbhar.
The scheme seeks to achieve the following objectives: –
- Creation of accurate land records for rural planning and reduce property related disputes.
- To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
- Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.
- Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.
- To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps
Ayushman Bharat is National Health Protection Scheme
Ayushman Bharat is National Health Protection Scheme, which will cover over 10 crore poor and vulnerable families (approximately 50 crore beneficiaries) providing coverage upto 5 lakh rupees per family per year for secondary and tertiary care hospitalization.
Ayushman Bharat – National Health Protection Mission will subsume the on-going centrally sponsored schemes – Rashtriya Swasthya Bima Yojana (RSBY) and the Senior Citizen Health Insurance Scheme (SCHIS).
Salient Features
- Ayushman Bharat – National Health Protection Mission will have a defined benefit cover of Rs. 5 lakh per family per year.
- Benefits of the scheme are portable across the country and a beneficiary covered under the scheme will be allowed to take cashless benefits from any public/private empanelled hospitals across the country.
- Ayushman Bharat – National Health Protection Mission will be an entitlement based scheme with entitlement decided on the basis of deprivation criteria in the SECC database.
- The beneficiaries can avail benefits in both public and empanelled private facilities.
- To control costs, the payments for treatment will be done on package rate (to be defined by the Government in advance) basis.
- One of the core principles of Ayushman Bharat – National Health Protection Mission is to co-operative federalism and flexibility to states.
- For giving policy directions and fostering coordination between Centre and States, it is proposed to set up Ayushman Bharat National Health Protection Mission Council (AB-NHPMC) at apex level Chaired by Union Health and Family Welfare Minister.
- States would need to have State Health Agency (SHA) to implement the scheme.
- To ensure that the funds reach SHA on time, the transfer of funds from Central Government through Ayushman Bharat – National Health Protection Mission to State Health Agencies may be done through an escrow account directly.
- In partnership with NITI Aayog, a robust, modular, scalable and interoperable IT platform will be made operational which will entail a paperless, cashless transaction.
SAUBHAGYA- Pradhan Mantri Sahaj Bijli Har Ghar Yojana
While inching towards achieving 100% village electrification, Govt. of India also focused in achieving electrification of all un-electrified households in the country.
Taking consideration of various studies, it came to light that major barriers in household electrification was lack of awareness, cost of obtaining new connections, complexity and other
logistics difficulty faced in obtaining connections. Paying special attention to these requirements, Govt. of India systematically designed and launched a scheme Pradhan Mantri
Sahaj Bijli Har Ghar Yojana – Saubhagya, in October 2017 focusing on last mile connectivity and electricity connections to all the unelectrified households in the country. Saubhagya scheme is
one of the world’s biggest Universal electrification initiative with collaborative and concerted efforts of Centre and States. It is a concurrent program to Deen Dayal Upadhyaya Gram Jyoti Yojana’ (DDUGJY).
Pradhan Mantri Awas Yojana – Urban (PMAY-U)
Pradhan Mantri Awas Yojana – Urban (PMAY-U), a flagship Mission of Government of India being implemented by Ministry of Housing and Urban Affairs (MoHUA), was launched on 25th June 2015. The Mission addresses urban housing shortage among the EWS/LIG and MIG categories including the slum dwellers by ensuring a pucca house to all eligible urban households by the year 2022, when Nation completes 75 years of its Independence. Clean India and Green India is the two great missions launched by India which is set by UNO under the Millennium Development Goals (MDG), which are the yardstick of the agenda of sustainable development. And for the same objective, the Government of india has launched a scheme in the name of “Swachh Bharat Abhiyan”
